GM wished to find out how the Japanese built their automobiles, and Toyota needed to enter the U.S. automobile market. To get the antitrust clearance, they needed to convince the FTC that the joint venture could be limited to one type of automobile and that the 2 automakers wouldn’t seek the advice of on costs or gross sales.
